Grammar Note

These mean the same.

Putting on a Pair of Pants

Putting on a Shirt

For Special Attention

put on = "Tom puts on his underwear." and "Tom puts his underwear on." mean the same. With it or them, "on" moves away from "put." — Tom puts on his underwear 与 Tom puts his underwear on 意思相同。宾语是 it 或 them 时,on 移到 put 后面。
a pair of = usually means 2. "A pair of cats" means "2 cats." BUT some items of clothing are called a pair even though they seem like 1 thing: "a pair of pants." — 通常表示两个。A pair of cats 意思是"两只猫"。但有些衣物虽看起来像一件,却用 a pair,如 a pair of pants(一条裤子)。
